Below are highlights of major changes to the law taking effect for the 2012 application cycle:
- New fee: This year marks the end of the subsidized support that was available during the three-year pilot for Pick.Click.Give. The new fee was established by the legislature and assures that administrative costs are covered. This means that every dollar donated by Alaskans goes directly to supporting the missions of the organizations they select. The fee will be $250 and is non-refundable.
- Reduction of paperwork: Fewer documents and fewer requirements are necessary to file. These are covered in the application. Please read it carefully.
- Board membership: Previously, all board members of applying organizations were required to be Alaska residents. A change in the law this year now allows that the majority of board members (or more than 50%) must be Alaska residents for the organization to apply.
- 990 compliance: The law is now compatible with the IRS requirement that organizations that are not required to file a 990 every year will not be required to submit that form with their Pick.Click.Give. application.
- Community foundations: A community foundation may not deposit PCG contributions into a fund that would be included in the definition of a donor advised fund under 26 U.S.C. 4966(d)(2).
- Charitable organizations: With the exception of eligible community foundations, organizations must provide services as opposed to solely providing funds.
- Search function: You will also notice that organizations are no longer required to indicate the judicial district in which they operate. In the past, that information was used as part of the search function and, in some cases, made it difficult for people to find your organization. Now donors will be able to search for your organization in multiple ways – by your name, by your geographic location, by your service, by region and in an alphabetical listing.
Finally, please note that the deadline for applications is earlier this year.
The completed application must be submitted by mail and postmarked by March 31, 2011.
