Department:Victim Services

General Functions:

Case Managers provide comprehensive case management services to victims of crime, collaborating closely with Staff Attorneys and Paralegals to deliver civil legal services to primarily Alaska Native and American Indian victims and survivors of domestic violence, sexual assault, human trafficking, dating violence, and stalking. Working in partnership with our people, Case Managers develop opportunities that fulfill our endless potential by providing trauma-informed advocacy, safety planning, legal support, and court accompaniment services. This position requires strong assessment abilities, cultural competency, crisis intervention skills, and dedication to helping participants access internal and external resources while upholding victims' rights and supporting pathways to healing and justice.

 

Duties and Responsibilities:

Case Manager

Conduct participant intakes, comprehensive assessments, and direct services associated with victim services programs.

Provide immediate crisis intervention, advocacy, and trauma-informed support to victims of crime in person, via phone, or through virtual platforms.

Deliver comprehensive case management services including safety planning, goal development, and resource coordination for participants.

Provide legal advocacy services to victims who experience domestic violence, sexual assault, sexual harassment, dating violence, and sex trafficking.

Prepare and file protective orders, accompany participants to court proceedings, and provide legal system navigation support.

Track and document all relevant participant information, case notes, and service activities for accurate reporting purposes.

Prepare and submit accurate and timely reports for related program grants, coordinating with leadership to monitor grant-required information.

Administer supportive services according to program policy, procedure, and budget guidelines.

Develop positive working relationships with tribal and local service providers to ensure coordinated community response.

Participate in intra- and interagency meetings concerning effective responses to adult and child victims of domestic violence and related crimes.

Engage in community outreach events and activities to promote awareness of Victim Services department and available resources.

Support community partner meetings, program events, and outreach activities as assigned.

Participate in scheduled community meetings, webinars, department meetings, and training as requested.

Maintain strict confidentiality according to all state and federal regulations, policies, and procedures.

Perform all related duties as assigned.

Lead Case Manager

Perform all duties and responsibilities of Case Manager with an advanced level of proficiency.

Manage cases with increasing complexity requiring advanced case management skills and crisis intervention expertise.

Mentor, train, and support new and current Case Manager staff members in best practices and departmental procedures.

Assist with annual reviews of internal documents, policies, procedures, and program processes.

Support all reporting structures and grant compliance requirements to ensure program integrity.

Attend high-level community stakeholder meetings as CITC representative and advocate for victim services.

Job Specifications:

Excellent verbal and written communication skills with ability to interact effectively in cross-cultural situations.

Demonstrated ability to coordinate multiple activities and manage complex caseloads simultaneously.

Strong organizational and time management skills with exceptional attention to detail.

Demonstrated ability to handle crisis situations and make sound judgments under pressure with minimal supervision.

Excellent customer service skills with a trauma-informed, victim-centered approach to service delivery.

Demonstrated ability to work effectively in a team atmosphere while maintaining independent caseload responsibilities.

Working knowledge of motivational interviewing techniques and strength-based approaches to case management.

Comprehensive understanding of domestic violence, sexual assault, interpersonal violence, human trafficking dynamics, and victims' rights.

Knowledge of Alaska Native and American Indian culture, community resources, and service delivery systems.

Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.

Minimum Qualifications:

Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.

Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.

Must have reliable transportation and be willing and able to travel within the service area.

Case Manager

Associate's degree in Human Services, Counseling, Social Work, Vocational Education, or related field. Relevant experience may substitute for educational requirement on a year-for-year basis.

Three (3) years of experience in social services, workforce development, vocational counseling or education, or related experience.

Lead Case Manager

Bachelor's degree in Human Services, Counseling, Social Work, Vocational Education, or related field. Relevant experience may substitute for educational requirement on a year-for-year basis.

Five (5) years of experience in social services, workforce development, vocational counseling or education, or related experience.

Preferred Qualifications:

Experience providing services to victims of domestic violence, sexual assault, or human trafficking.

Experience working with Alaska Native and American Indian populations with working knowledge of their values and belief systems.

Knowledge of legal system, court procedures, and protective order processes.

Bilingual skills, particularly in Alaska Native languages.

Physical Requirements:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.

The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.

Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
