Mountain View Health Services is seeking an experienced Chief Operating Officer / RHTP Project Director to lead the day-to-day operations of our organization and our Rural Health Transformation Program (RHTP) service lines. Reporting to the CEO/Medical Director and working alongside the CFO, the COO is the organization's operational leader — turning strategy into execution across clinical operations, facilities, technology, workforce, and community partnerships.
This is a high-impact leadership opportunity to help reopen and build an integrated mobile and center-based health center offering primary care, urgent care, medication-assisted treatment (MAT), behavioral health and maternal child health home-visiting programs.
What You'll Do
Lead daily operations of the integrated mobile and center-based service lines (primary care, urgent care, MAT, behavioral health, and home-visiting) keeping execution aligned with the organization's goals and budget.
Build and support the workforce — drive recruitment, onboarding, and development across clinical and support roles, including our Early Life Wellness program.
Manage facilities, including oversight of a planned clinic minor renovation.
Direct technology and data systems, ensuring secure, compliant IT and data governance.
Oversee revenue-cycle operations, credentialing, and enrollment, partnering with the CFO on reimbursement and financial sustainability.
Champion community engagement — launch and support a Community Advisory Board and partnerships with local organizations.
Own program implementation and evaluation, coordinating the project workplan and the program's evaluation framework from launch through delivery.
Steward grant compliance and procurement, managing vendor selection, contracting processes, and reporting in line with federal award requirements.
What We're Looking For
Required
Master's degree in a relevant field.
At least 7 years of progressive leadership experience in healthcare operations, including direct accountability for multi-departmental operations and budgets (operations, facilities, IT, revenue cycle, workforce, and/or community engagement).
Experience managing or leading operations under federal or state grants.
Working knowledge of federal grant compliance.
Eligibility to participate in federal programs (not debarred, suspended, or excluded).
Preferred
PMP or equivalent project-management credential.
Why Join Us
You'll have the opportunity to stand up an innovative, integrated "neighborhood health care system without walls".
Employment Terms
This is a full-time, exempt, grant-funded position supported by the RHTP federal award. Employment is at-will. MVHS is an equal-opportunity employer.
